    SUBJECT: Department of Labor/Department of Education Coordination in Implementation Efforts


    In the past few months, President Clinton has signed into law two pieces of legislation -- the Workforce Investment Act of 1998 (WIA) and the Carl D. Perkins Vocational and Applied Technology Amendments Act (Perkins III) -- that will have a major impact on the nation's education and workforce investment systems. These laws were enacted on August 7, 1998, and October 31, 1998, respectively. Our staff have been meeting and working together on a regular basis to ensure consistent implementation of these Acts in an effort to make it easier to implement the Acts' reforms at the State and local level.

    The Employment and Training Administration (ETA) has the responsibility for titles I and III of WIA which will replace the Job Training Partnership Act. The Office of Vocational and Adult Education (OVAE) has the responsibility for title II of WIA -- the Adult Education and Family Literacy Act -- as well as Perkins III. The Office of Special Education and Rehabilitative Services (OSERS) has the responsibility for title IV of WIA -- the Rehabilitation Act Amendments of 1998. The ETA, OVAE, and OSERS are working together to implement titles I & V of WIA, which contain overarching provisions that impact programs administered by each of our agencies.

    For example, we are taking steps to involve a broad array of stakeholders in the development of definitions for indicators of performance and levels of performance. We are also addressing issues such as the development of: State plans, including the option for unified plans; and performance measures and incentive grants.

    In addition, we are working to address a number of issues relating to the implementation of the local One-Stop delivery systems. Title I of WIA designates the programs authorized under these two Acts, as well as certain other workforce development programs, as partners in the One-Stop system. Each partner is required: 1] to make certain core services available through the One-Stop, and 2] to participate in the operation of the One-Stop; consistent with a memorandum of understanding between local workforce investment boards and the partners and with the requirements of each partner's federal statute. We are working together at the federal level to ensure that policy guidance and any regulations facilitate your ability to achieve positive outcomes for our customers.
