The September 13thFederal Register included notice of an SGA for proposals to
conduct regional consortium building activities (JTPA Title IV). The notice
indicated that up to $9 million will be available to fund approximately 15 grants.
The intent is to create partnerships that are broadly inclusive of groups in a
geographic region or of entities focusing on a single industry or skilled
occupation in an area. The closing date for receipt of applications is November
15th.
Notice was posted in the Federal Register of September 13th of the procedures by
which the DOL will select and designate service providers for Program Years
2000 and 2001 for Indian and Native America Employment and Training
Programs under the Workforce Investment Act. Designation requests must be
filed within 30 days from the date of publication.
DOL policy on the designation of States as single workforce investment areas,
stated in a letter to the State of Colorado of September 2nd, was posted at

Options for submitting plans for the Youth Activities portion of State five-year
strategic plans and Wagner-Peyser plans are described in Field Memorandum

On September 9th & 10th representatives from the six States that have negotiated
performance levels (FL, IN, KY, TX, UT & VT) met with ETA representatives in
Atlanta to share their experiences in establishing performance levels, establishing
management information systems, and managing against performance
specifications. This information will be used in the process of developing final
Performance Accountability specifications to be applicable inall states on July
1, 2000.
ETA created a new Regulations Taskforce on September 10th. It will report to
Eric Johnson, as head of the new Office of Career Transition Assistance. An
initial meeting was held on September 16th.
