Report of July 29th

  1. Noteworthy Accomplishments Since the Last Report
    1. Recent activities related to State Plans include: the paneling of the Puerto Rico plan on July 26th, and the receipt of the North Carolina plan on July 27th. A table depicting the status of all submitted State Plans is attached to this report.


    2. Nearly 200 comments on the Interim Final Rule were received before the close of the comment period on July 14th. They are being classified and analyzed. Regional Town Hall meetings to provide feedback on comments received and policy issues identified during the IFR comment period have been scheduled in each Region.


    3. Planning has begun on JETT*CON 2000, to be held on July 9th - 12th in Albuquerque, NM.


    4. One hundred eighteen (118) ETA managers registered for the make-up Leadership Summit session that started on July 28th in Annapolis, Maryland. It will conclude on July 30th.


    5. Secretary Herman convened a one-day policy discussion with State workforce officials on July 26th in Washington, D.C. ETA's four Secretarial Initiatives: WIA, Dislocated Workers, Youth, and Welfare to Work were covered.


    6. Notice of a proposed extension of the current Planning Guidance, which expires on August 31st, was published in the F. R. on July 22nd. It incorrectly announced a 30-day, comment period, rather than the required 60-day period, apparently as a result of a change in the DOL submission that was made at OMB.


    7. On July 27th, a Workforce Development Research Symposium, sponsored by ETA and Rutgers University, was held in Washington, D.C.
