Question: What are the options for serving youth during the overlap quarter of April 1,2000 through July 1, 2000, if a State is approved for early Youth Program funding? Is it possible to enroll youth under JTPA after the effective date of the approval of their WIA Strategic Plan for youth but prior to July 1, 2000.
It is possible, but not encouraged. JTPA expires on June 30, 2000. Accordingly, States and local areas may apply the provisions of JTPA and continue to enroll participants until June 30, 2000 or until JTPA funds are exhausted, whichever occurs earliest. Local areas are strongly advised to carefully consider whether it is beneficial to operate two programs concurrently under both JTPA and WIA. In choosing to operate concurrent programs, local areas are advised of the following:
1) any unexpended JTPA funds remaining on July 1, 2000 not used for closeout become WIA funds,
2) all JTPA participants who have not completed the JTPA services specified in their individual service strategy must be grandfathered into WIA, and
3) contracts with JTPA service providers may be continued until all JTPA participants have completed services.
Finally, concurrent operation may result in increased administrative and reporting burdens as well as differing treatment of youth served within the local area.
